The main problem here would seem to be that an agent sent a new player on a mission to a .4 system.
It's generally accepted that if you go into .4 or below you're fair game for the pirates and other PvPers, but if this is so, then the game should not force newbies into those systems.

Avon, some good points in post, and I agree with most of what you say.
However, the fact remains that we seem to have a problem where the game is directing players into pirate-infested systems on their first day.
Whilst the playerbase does have a responsibility to keep Sarum Prime and other systems clear from the pirate menace, there will always be a low sec system somewhere that has PC pirates no matter how many pilots get involved in anti-pirate activities. And it can't be right that new players are sent into dangerous systems before they know the basics of the game.
I'm not saying that Sarum Prime's sec rating should be changed - I'm saying that level 1 agents should not send inexperienced pilots into a deathtrap. It should be a simple matter for the devs to look at agent missions and remove .4 systems from the list of systems for level 1 missions.
Now, tell me what happened when those federation soliders had you cornered that time, and all we heard was the gunshots.
